Well, look at the facts. It's (former Crown) sins or noncompliance were relatively less egregious and serious, and the point made is not so much that, but how it was able to read the tea leaves (not peeking into someone's diary or ridicule the NICC and others) and prepare for the long haul and finally has a fully reinstated Casino license. You can play word tootsies all you like for relief but compare the two as far as the future outlook is concerned.
