Ms Tyner said Victoria's coal was an increasingly valuable resource. ''Any future allocation strategy would need to consider the economic development opportunities and environmental impacts,'' she said.
Since the Firecone report was completed in 2007, there had been an increased interest in Victoria's brown coal for uses including fertiliser, coal-to-liquids, and drying, she said.
