It doesn't. It defers most of the upstream component of the capex to be funded out of cash flows. Then all that is left is the downstream JV for which BSX still needs to fund its share. Net Net, BSX's upfront funding requirements reduce by 50%+ for the overall project if they define enough MSVs to commence with just the existing mill. This has been clearly written and can be deduced from the co's releases whilst SW has explained as much in interviews.
