There should be no fear of HPAL starting up.
1) many of these will take years to ramp up and fail to reach capacity
2) Many will blow out their budgets and piss off alot of the end consumer

But we de need the HPAL's to restart and should be happy when they get approved, they are still crucial to the EV revolution happening, otherwise it relies solely on NiS projects which have no hope of filling the demand as there is not enough in existence, then Nickel pricing goes way out of control and a repeat of Cobalt industry happens, batteries become too expensive, price of cars increase and uptake reduces.
Competition is good and the supply needed. Nickel above in high $20k(s)/t become questionable, there is a price point where it won't work for EV market
