It's manufacturing setup first then transferring the DS data over to a FDA full phase model. This is what BARDA have stipulated. I doubt it's the physical part just the organization. Maybe it is the physical if BARDA want tompay to keep it in mothballs.
I wonder what DS want for this info. If i was BTA i would be sorting this out sooner than later. It would be silly to start from scratch.
