i am no expert on the barda requirements, so anything in this post is purely conjecture.
However:
1) I agree with you re the possibility for US M&A / merger to support Barda
2) I doubt that a US listing would be enough on its own. BARDA will be interested, presumably, in US jobs and being seen to support US industry etc. Therefore, I would think that a full-scale redomicile of BTA to the USA would be the necessary step here. This would involve transferring the registration of the Biota company to the USA, and shifting head office . . . .. as well as seeking a US listing. It's a process that takes about 12 months.
