two ways to think of this
optimist:
photo opportunities with the locals as the project goes ahead full steam, AVM sign a swag of deals and the world is a wonderful place
pessimist:
the construction is a clusterf.. and the balls mills are in upside down, wrong way around. The contractors want danger money and the local cheifs want to be paid off.
only time will tell
