Once you have a bunch of opinions in the same place, you have a market.
Initially a market just reflects opinion, and then it becomes a self-fulfilling prophecy. Is this the market? do I meet the market? do I wait? All opinion, and it works for a bull as well as a bear market.
The various REI's are there purely to stop opinions congregating in the wrong place, lest it lead the in the wrong direction. They are tasked with, at the bare minimum, maintaing status quo, and at best, fuelling rampant gains.
