I didn't interpret it as that. I read it as though the COVID-19 related changes to social distancing / plant works meant they needed to go to three shifts to cater for already existing demand. I don't think demand has surged 35% which is why they have put on the third shift, but I do believe demand would have increased (naturally and in part due to COVID)
