You don't need a dedicated private road for 8mtpa. The existing North West Coastal Highway can and will be used for that volume of ore movement.

So why a larger capacity, fully surfaced private road if you apparently don't need it? Wasting money, fewer larger trucks carrying more ore than can be carried on public roads (bring unit costs down) or building for future increased production capacity?
