Plibersek and Gillard are at odds on how this will be funded. Gillard (with a dig at the previous government) says it will come from saving on a ineffective Howard scheme. Plibersek says they'll have to find the 4 billion.
Sounds like Plibersek hasn't been given the script where Gillard promises the word to keep Kevin at bay.
