"I guess they thought the states would bear those but they will not."

Were the Australian electorate informed that they "thought" the states would cover those costs?

Were the states aware that they would be called upon for the purpose of making good a federal promise made during a federal election campaign?

And if they were, where was their blessing for it to be so?
