"Tree planters are big winners with favourable tax treatment for trees planted for the express purpose of absorbing atmospheric carbon. Mr Howard is no doubt waiting for the report from the industry Task Group at the end of this month on what carbon trading regime would be best suited to Australia. With plenty of money left in the kitty, the Government will wait until this report has been received and Labor has staked out its position before announcing its own climate change response closer to the poll."
