    Ok, I need to clarify.
    I do agree with you 100% in theory. The "old widow" should have to support herself.
    BUT
    in practice I don't know how any government could legislate this. Even if it became law it would, IMO, be a massive political death sentance.
    Could you imagine the backlash and the media circus if the "old widow" who recently lost her husband was made to liquidate her assets to provide herself with an income stream?
    I am just trying to bridge the gap between what I need should happen in theory and what is likely to happen in real life.
    Also I am not sure that putting a charge over a property is that complicated, local councils do it all the time to make sure that get any unpaid rates.
