As you have pointed out, Swan has had to contend with the GFC, a tumbling of govt revenue and floods.
If the historical rate of Govt revenue (25% of GDP) had remained, there would be no budget deficit this financial year. One thing about Swannie, he just accepts the cards he's dealt and gets on with it. Dull but diligent.
Pleased to see he's made a start on cutting back some of the tax rorts. I wasn't sure whether he'd actually read the Henry report.
