I'd guess the 10% value is because there are plenty of Western Australian mining+oil +gas companies that theoretically have large resources in their permits, but have no chance of ever developing it. Probably consistent with market value elsewhere. I think we have a better than 10% chance of developing Buffalo though - just musing why its so low in their valuation.
