Buffett didn't say he was going to buy stocks (shares) he said he would buy businesses selling for less than are worth. He said some time ago he couldn't find value in buying stocks so had turned to buying companies. *You don't have to buy listed companies so he is not necessarily buying quoted stocks.
Neither did he say the bear market was over, he was talking platitutes in the UK whilst there on a visit about the potential long term strength of the UK economy - not near term.
