You have to remember, Trump was criticised heavily for imposing tariffs on goods which the USA had no alternative solution to.
If you impose tariffs on Louis Vuitton, and the Chinese consumer insist on LV, they end up paying more.
If you impose tariffs on say corn from one country, the Chinese consumer can purchase from elsewhere.
Penfolds/Australian wine is something people put inside their bodies. The Chinese consumer may or may not switch to say Chilean wine or local Chinese wine. They may insist on Australian wine (with our good sunshine/soil and all).
