Those 'challenges' were known well in advance so this is not the real reason behind the delay.
Suggest policial interference after lobbying by vested interests is the real reason.... or laternatively the decision makers need more time to get set in untraceable accounts before they publish.
By the way we were never going to get the decision until the second week of September in the first place ( decision made in August but not given for two weeks ) so this 'delay' may not be real at all.
