If you had a look the announcement in March 2015, AVQ stated they started to review historical data first, then plan drilling late 2015.
Kolosori tenement, was main one and was at more advanced stage, there was reasonable to drill Kolosori first.
Do note forget, Court case DID distract huge amount of time and caused the delay.
