"Is it possible to have field tests of ablation mining technology, without an aproval and without actual ore samples being ablated?"

With respect to the material being ablated, meaningful "field tests" would seem to require uranium ore, as opposed to some non-uranium bearing material. Mr. Glasier could be conducting field tests on uranium ore without seeking approval from Colorado regulators. Perhaps he is following the maxim that it is better to beg for forgiveness than to ask for permission.

My understanding is that Mr. Glasier has held preliminary discussions with Colorado mining regulators about the Sunday Mine Complex and ablation. Regulators have indicated that production via ablation would require a mine permit amendment. The long-awaited ablation white paper has been submitted to Colorado radiation control regulators, who work in a separate department from the mining regulators. The radiation control regulators have requested more detailed information on ablation from BLR/WUC, before initiating a stakeholder process and ruling on the question of whether a radioactive/source material license will be required.
