Thought this was an interesting quote from the glossary on Santos' website.

"Pilot testing is performed to gather additional information (which may include permeability, reservoir pressure, gas/water production and composition) to see if gas reserves are suitable for further development."

It would seem GDN have the gas, can get it to flow to surface but know the SIZE of the reservoir (gas reserves), hence the need for the pilot plant. That's my take anyway.
