Start of investigations?

I was under the impression they were planning a power station and that :

"although significant additional field test
work was required, the deposit was ”likely to support a UCG operation with output to sustain a
power station in the range of 120MW to 1200MW”."

I don't know a whole lot about the UCG or the investigation process and I understand that additional tests need to be done, but am I misreading the tone of this announcement - is it a work of spin?

I can't understand why they would look as far afield as this if they didn't think it was an exceptional prospect.
