    Local authorities take Christmas over the December and January period. The first council meeting is generally held in February and the back log that now exceeds the 60 day statutory period of approval is dealt with. February always has higher approval levels.

    March is low because trying to lodge a da or bl with a local government in January is a waste of time. Skeleton staff and the general public are still on holiday. People always want something done before Christmas, I have never had a client demand a project lodged in mid January hence there is little to approve in march.

    These figures are irrelevant.
