I'm not sure if this is the answer, but Blair mentioned on the recent interview the leadership are picky on who they get into bed with in the new markets. As they only get one chance.

I assume that means if it's rushed and partnerships are done with the wrong companies, the reputation is gone and the chance of succeeding in that market is gone.

I guess that explains why it's so selective and expansion isn't as fast as some people like. And why production is at 15% of capacity.

With the US licence approved or about to be, and the first sales in India done, it's going to be interesting who the new partners are...
