Technically speaking he is right but it doesnt mean it will always fill itself before going up again, some gap ups are very bullish and tend to set new trends for the price. Have a look at the FBR chart...gapped up aggressively twice and never looked back.
Then there's also Chi-x, not sure if we hit .14 yesterday...if we did, theres no gap. Not sure how to check that..if someone can help?
