How real it is I don't know. I do know not many doctors in Canberra bulk bill.
In the beginning it took doctors quite a while to move to it if you remember. But economic pressure eventually made it universal or nearly.
Maybe the same pressure will see them stick to it.

they already work in a Government-protected job.....where the government even protects them (their privacy) if they stuff up
