    I can't say I'm well versed in Bulk Sample Permits .. but what exactly about this gives you the impression the permit will be delayed?

    If I received a work plan and budget from them, I'd get it approved pretty quickly, and then it's up to THREAT to actually do the review. What is it that makes you think it will take them more than 6 months to review the application? Precedent?
