America's biggest bond buyers aren't buying bonds (axios.com)

Now if there is no one buying the US treasuries, and this causes the yields to rise, then I would ask the question.
    Why are yields presently dropping?

Is the answer to this that someone sees a bit of a blip about to occur. Move money into bonds (for safety) therefore pushing down the yields then sell and then buy them cheap again when the next round of bonds get released?

And if they are getting buyers, these are domestic and the yields will be over 5%. Therefore funding costs are going to be massive in the future.
