Legacy in the sense of 'long-lasting impact of particular events'; the events being the issues with previous management as well as the financial strain that led to the expensive loan taken (the impact). The company is in turnaround (may be that's complete now but tin April they said Turnaround Continues), and the loan is still to be paid off (due in 2025 - with a make whole close, so no advantage in early repayment). It was a very expensive loan: $70million borrowed, with $66million in interest charges!
