The Vic Government has terminated a tender process involving Tier 1 contractors in favour of smaller contractors (Tiers 2,3 and 4). I know NRW don't have any presence in Vic. It is likely other states may follow a similar approach to keep money and jobs in their states and within OZ.

TheVictorian Government will streamline a $2.2 billion road construction blitz aspart of the biggest suburban road upgrade program in Victoria’s history,boosting our economy and creating hundreds of jobs.

Recognisingthe important role the construction industry will play in driving Victoria’seconomy, the Government will accelerate the massive Suburban Roads Upgrade,using an innovative procurement approach to give local construction companiesmore opportunities to win contracts.

Aspart of the Government’s economic response to coronavirus, consultation hasoccurred with smaller construction companies to understand how to best supporttheir involvement in the Big Build program.

Theapproach is modelled on the Level Crossing Removal Project – a collaborativemodel that delivers benefits for both local communities and industry, whileproviding certainty for the construction sector. It will support Tier 2, 3 and4 companies access this work, creating more jobs and capacity in theconstruction sector.

Constructioncompanies will be pre-qualified following a tender process for work accordingto the scale and complexity of jobs – with work awarded based on pastperformance and value-for-money.

Twelvepriority projects in Melbourne’s North and South East, worth $2.2 billion willbe progressively awarded to pre-qualified companies under this approach.

Thetender process for the Northern and South Eastern Public-Private Partnershippackages of road upgrade will be terminated and incorporated into the newprogram approach.

ARegistration of Interest to qualify for the panels will be released next weekwith work on the first projects expected to start before the end of the year.
