Yeh agreed. He hs been stung already for going on record saying "letters received" and then finding out some changes needed to be made to one so i am pretty sure he is just protecting his arse by leaving all possibilities on the table. But a few weeks ago i had a lengthy discussion with him to catch up on everything and he confirmed it was only MECA then PAM according to advice he had been given by PAM, who have been behind them the whole way trying to help push everything else through. The expression "herding cats" came to mind.
