Don't really agree with you about the options value. Options are all about volatility. TOX is undervalued, and it will enjoy a steady increase, but its not going to quadruple overnight. It is entering the realms of a low risk predictable business.

NEO on the other hand, while it has been going thru a rough patch, could announce a large gas / oil reserve or something similar which would push the sp a lot higher. Their sp is much more likely to jump around.

Because thepayoff of options are asymmetric (ie they catch all of the gain but none of the loss) lay are a lot more valuable for a more volatile stock like NEO.

I think both of them are cheapish at the moment. However, I don't think it is fair to compare between them, as they have completely different volatility characteristics.
