could be the JV cannot secure finance with PE outstanding and WPL pushing for approval before so they needed a plan B - not sure where that leaves others.
regardless it seams FAR put resources/skills in place in advance and appear not to have been caught with their pants down and yes we might pay a higher interest but we will secure funding and stay in the game.
once near or in production all sorts of things can happen the secret is being in the game still.
