How many tickets are there in each draw?
It would be an interesting exercise to apply investment "expected return" calculations to this.
I suspect that the wise investment for bvg would have been to NOT buy the tickets and just make up the numbers.

Vs
$12m x %chance.of.winning
Of course there are minor prizes also.
(I am not implying that bvg DIDNT buy the tickets, of course)
