Organizing a successful gold mining operation from start to finish is a huge undertaking and takes massive knowledge, understanding and experience. The BF government do not have the expertise to carry out such an undertaking. They can however build a team of the necessary knowledge by directly employing experienced people in their proper fields. This will no doubt take time and who knows maybe the WAF management could be employed to train such people. If the BF leaders think it can be done any other way then the likelihood of disaster is high.
