Lots of sensationalist news right now.
What a surprise that this was announced on the celebration of his 2 years in power.
He has his population to placate whilst also balancing a budget, fighting a war and yet also actually scaring off investment.
My guess is a few permits will be cancelled (my guess is mines that are not operating projects or maybe a small gold mine) to show keep the local media on side and spin the story that Western companies not getting all the profits etc.
Still... sentiment is important and hopefully WAF can speak to the government and get more clarification....
