Can't say I quite agree. Let's face it....the convoy had diplomatic plates.
So unless they were ferrying guns for the Israelis (as Palestinian ambulances ferry terrorists and guns), I would have thought that there would be some rules of the game that even the Pallies would respect.
Am I surprised that they do not?
