It's very much in Bush's interests to be seen to be trying to hold the elections on time.
Although who the hell are the candidates?
It's very much not in Bush's interests for the Iraqis to elect a government and start controlling their own fortunes. That would be the last thing Bush would want (or at least the brains that pull the strings)
