Back burning is not a land management task, it's used after there's a fire to take advantage of wind direction to fight it.
Are you sure you don't mean burn off's to get rid of dead undergrowth and grasses?
Also, fire breaks are useless during fire storms as the wind can carry cinders hundreds of meters from the fire. Fire breaks are really only useful when there's no wind.
