you are going by the idea that the terrorists were unwelcome to bush, maggie thatcher style:

bush loved al qaeda, gave america the enemy he wanted. and al qaeda loved bush for the same reason (so many recruits and cash raised)

i don't think it was incompetence that caused bush to repeat it ad nauseum.
