The below from BOC's chairman in the article you posted are very important points. I suspect that's why the opportunists out there are now talking about the tailings as their priority?! At the same time they discount the views of landowners from these areas who have expressed support for BOC. Another inconvenient fact I suspect.
He argues that BCL has project knowledge and owns the intellectual property, which includes the geological database, where the ore is located and where the waste is.
