In answer to the summarised plan only being posted to the public. I expect they are not looking to finance the Capex through the public, therefore a prospectus is not required and we do not then see the 100 or so pages that are summarised in the announcement.
The full plan will be rolled out to the prospective financiers (both debt and equity) and ensures the company can raise the funds with a limited amount of contact hours in front of serious players. DD will be conducted on a more personal level giving confidence to the potential financier with whatever issues/questions they have.
Whilst not ideal for us retail investors, the summary gives a good explanation of the conclusions both financially and otherwise within the plan.
