The one thing these announcements show is that they have nothing of substance to announce at all. If they did they would have run with them. No board sits on "game changing" news when the do a raising.

If as some suggest "there is gold in them there hills" I reckon the company would have done a rights issues. That way the big holders would have made bucket loads.
