I don't see why they cant do a cap raising. Alternatively they may be able to demonstrate their tech via one of the European grants.
So much for K Rudds speach about "every day we delay is one less day we have to fight climate change.... blah blah blah....and businesses need certainty going forward.....blah blah blah...."
