    CSR has venture into property development profitably, with the excess capital they can do a bit more of that in Melbourne and NSW. Alternatively as you said Bolivia they can do a buyback of their own shares, if it is that under value. A bit of gearing would increase their return on capital.A bit of leverage wouldn't harm and set them up to be even more competitive.
