Capitulation, dispair, fear, irrationality, doom and gloom!!!
You bet this is the time to be buying.
This week might be time to ring the bell - maybe take the bell out of the cupboard anyhow.
Those with funds (not me unfortunatelly) should start buying with ears back.
My guess is to expend 90% of available funds this week.
