Yeah I'd say the first one isn't, in the article itself it says it is aimed towards disaster relief and temporary housing.
The apis cor one is interesring and the only possible comperition of the two. It's portable and seems to be versatile in terms of possible building shapes. The wall material would be the biggest uncertainty along with durability. But it is really fast and cheap. Perhaps a good tradeoff
