buy back

Can anyone explain to me the strategy LRF are employing for the share buy back - they have a huge amount they can buy but are only buying small amounts, apparently to hold the SP at 70c. They are authorised to buy up to 73c according to their ASX announcements so why don't they do it - it's good value for shareholders or fanything they buy under NTA valuation as far as I can see ?
