CEO Chair, I think we've explained it fairly well.
There is a size seller, currently sitting at 9.9/10.00 cents. PSA has essentially agreed to buy that stock at 9.4 cents or better. Note the wording of PSA's release, "those who don't want to join us". However PSA won't be doing this purchase until middle end of Nov, so you can move your money elsewhere until then, safe in the knowledge you'll be able to pick them up down here later in the month.

Further PSA's release suggests there is about 5% of the company on the offer at 10 cents, so it ain't going to rally until this overhang is cleared either.
